Building designed in 1938 by the architect Romualdo de Madariaga. It consists of a large chamfer, where the entrance is situated, and this also serves as the axis of symmetry for the other two facades. This chamfer contains the building´ s sole, austere decoration. The decoration commences at the monumental entrance door, where 4 fluted pilasters rise; these are without a capital but have an entablature and a cornice decorated with bas-reliefs symbolising work in a feminine figure and a masculine figure (the latter holds a shield with the cross of Santiago, the yoke and the arrows). The whole building has half-point arch large windows and framed, decorated openings with projection.
