Spanish Law 19/2013, of 9 December, on transparency, access to public information and good governance (Official Gazette of Spain no. 295, of 10.12.2013), of national importance, for the most part regarding basic regulations and therefore applicable to regional institutions.
A democracy not only understood as a mechanism for the election of governments through voting but also as a system for the rule of law, with due guarantees and safeguards for the freedoms and individual rights of citizens.
In this regard, mechanisms for transparency and good governance function as counterweights which guarantee the protection of citizens against hypothetical arbitrary acts of public power and the improper use of public premises or heritage. The incompatibilities of persons who hold senior positions, the advertising of Government activities and the citizen review of all this information are mechanisms of control and limitation of state power before civil liberties.
